under this Section, the Commissioner may require that any insurer authorized to issue and
deliver private passenger motor vehicle insurance policies file, in a form and manner approved
by the Commissioner, data relating to cancellation and nonrenewals by the insurer, including
the number of cancellation and nonrenewals by the insurer, the specific reason or reasons for
the cancellation or nonrenewals, and whether the insurer action was contested by the insured
or applicant.
SECTION 12. 17. AND BE IT FURTHER ENACTED, That Section 6 9 of this
Act shall take effect June 1, 1995.
SECTION 13. AND BE IT FURTHER ENACTED, That Section 5 of this Act shall
take effect October 1, 1995.
SECTION 18. AND BE IT FURTHER ENACTED, That Section 10 of this Act
shall take effect October 1, 1997.
SECTION 14. 19. AND BE IT FURTHER ENACTED, That, except as provided
in Sections 11, 12, and 13 Sections 16, 17, and 18 of this Act, this Act shall take effect July
1, 1995.

AN ACT concerning
Maryland Automobile Insurance Fund - Uninsured Division - Surplus
FOR the purpose of transferring a certain portion of the surplus of the Uninsured
Division of the Maryland Automobile Insurance Fund to the General Fund.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(a) It is the intent of the General Assembly to make a transfer of excess
State-generated funds from the Uninsured Division of the Maryland Automobile
Insurance Fund to the General Fund without interfering with the integrity of the funds of
the Insured Division of the Maryland Automobile Insurance Fund. The Uninsured
Division's surplus funds, unlike those in the Insured Division, are the result of
State-collected uninsured motorist fines. These surplus funds are unnecessary at this time
to achieve the legislative purpose of the Uninsured Division to provide limited
compensation to the victims of the uninsured drivers, and are therefore uniquely suited
for redesignation by the General Assembly as part of the State's insurance reform efforts.
(b) During Fiscal Year 1996, $10 million of those funds certified as surplus in the
1994 Audited Financial Statement of the Maryland Automobile Insurance Fund's
Uninsured Division shall be transferred to the General Fund.
