PARRIS N. GLENDENING, Governor                             Ch. 342

(i) The input costs and other underlying factors that contribute to the
rising cost of health care in this State and in the United States;

(ii) The resources necessary for the delivery of quality health care;

(iii) The additional costs associated with aging populations and new

technology;

(iv) The potential impacts of federal laws on health care costs; and

(v) The savings associated with the implementation of modified
practice patterns.

(h) Nothing in this section shall have the effect of impairing the ability of a health
maintenance organization to contract with health care practitioners or any other
individual under mutually agreed upon terms and conditions.

(i) A professional organization or society that performs activities in good faith in
furtherance of the purposes of this section is not subject to criminal or civil liability under
the Maryland Anti-Trust Act for those activities.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1995.

Marinas - Removal of Vessels

FOR the purpose of altering the definition of "abandoned vessel" to reduce, subject to
c
ertain notice requirements, the period of time after which a vessel left on private
property without the con
sent of the property owner or person in control of the
property is considered abandoned and subject to removal by the Department of
Natural R
esources; authorizing certain persons to request arrange for the removal
of a vessel from a marina in certain circumstances; requiring certain persons to post
a certain sign signs at a marina in order to have a vessel removed in a certain
manner; prohibiting a person from removing a vessel from a marina to a location
that is more than a certain distance from the marina; requiring a marina owner or
operator to make a reasonable attempt to notify certain persons before removal of
certain vessels under certain circumstances; requiring a person who removes a
vessel from a marina to contact the Department of Natural Resources vessel owner
or the vessel owner's agent and provide certain information; requiring a person who
removes a vessel from a marina to obtain certain authorization; prohibiting a person
who removes a vessel from a marina from taking certain actions; requiring a certain
person who exercises control over a vessel to provide the vessel owner or the vessel
