(5)     Acceptance of the decisions of any other certification program that, in
the judgment of the Commission, assures that certified minority business enterprises are
legitimate;

(6)     Minority participation in subcontracting as well as direct contracting;
and

(7)     Application of reasonable preferences to certified minority business
enterprises in evaluating competitive bids or proposals.

2-305.

On or before August 15, [1994] 4998 1996, the Commission shall issue a report that:

(1)     Evaluates the implementation and administration of the Program
through May 31, [1994] 4998 1996; and

(2)     Makes appropriate recommendations to the Montgomery County and
Prince George's County Delegations of the House of Delegates and Senate of Maryland.

Chapter 572 of the Acts of 1992

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1992. [It shall remain effective for a period of 4 years and, at the end of May 31,
1996, and with no further action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995. It shall remain effective for a period of 4 years and, at At the end of
September 30, 1999 1997, and with no further action required by the General Assembly,
this Act Article 28, § 2-305 of the Annotated Code of Maryland shall be abrogated and of
no further force and effect.

AN ACT concerning

Washington Suburban Sanitary Commission - Minority Business Enterprise Programs

MC/PG 5-95

FOR the purpose of extending the duration of the minority business enterprise programs
of the Washington Suburban Sanitary Commission; modifying requirements
regarding the issuance of certain reports under the programs; requiring the WSSC
to issue certain progress reports; repealing certain obsolete reporting requirements;
making provisions of this Act severable; and generally relating to the extension of
the WSSC minority business enterprise programs.
