Ch. 252 1995 LAWS OF MARYLAND adopt rules and regulations to provide for purchasing from the lowest responsible bidder (a) The purchase is to be made from or the contract is to be made with the (b) The public exigency requires the immediate delivery of the articles; (c) Only one source of supply is available; or (d) The equipment to be purchased is of a technical nature and the (A) (1) EXCEPT AS PROVIDED IN SUBSECTIONS (B), (C), AND (F) OF THIS (I) OBTAIN FULL AND OPEN COMPETITION THROUGH' THE USE OF (II) USE THE COMPETITIVE PROCEDURE OR COMBINATION OF (2) IN DETERMINING THE COMPETITIVE PROCEDURE APPROPRIATE (I) SOLICIT SEALED BIDS IF; 1. TIME PERMITS THE SOLICITATION, SUBMISSION, AND 2. THE AWARD WILL BE MADE ON THE BASIS OF PRICE AND 3. IT IS NOT NECESSARY TO CONDUCT DISCUSSIONS WITH 4.
