AN ACT concerning
State Personnel - Status of Employees of Drinking Driver Monitor Program
FOR the purpose of providing that certain employees of the Drinking Driver Monitor
Program in the Division of Parole and Probation shall be included in the classified
service of the State Personnel Management System; and providing that certain
employees shall be transferred without examination or further qualification and
without diminution of compensation or benefits.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF.
MARYLAND, That the Laws of Maryland read as follows:
Article - State Personnel and Pensions
1-403.
As determined by the Secretary, with approval of the Governor, a position in the
executive branch of State government that requires medical, engineering, scientific,
educational, or expert training and qualifications is in the unclassified service.
SECTION 2. AND BE IT FURTHER ENACTED, That, as of the effective date of
this Act, all permanent employees of the Division of Parole and Probation who hold
positions as district supervisors or monitors of the Drinking Driver Monitor Program and
who have completed 6 months of satisfactory service in the Program are included in the
classified service of the State Personnel Management System, without examination or
qualification. An individual who has not completed 6 months of satisfactory service as a
monitor or district supervisor on October 1, 1995, shall be placed in the classified service
upon completion of 6 months of satisfactory service without further examination or
qualification. These employees shall not lose any compensation, solely as a result of being
placed in the classified service, nor lose any accumulated leave, leave accrual rates, or
other benefits.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.
