12.

(f) (2) In each county, the County Executive or county commissioners, as
appropriate, or in Baltimore City, the Mayor may designate the [local planning entity]
LOCAL MANAGEMENT BOARD to serve as the local interagency coordinating council or
establish the local interagency coordinating council as a part of that [entity] BOARD.
Where a [local planning entity] LOCAL MANAGEMENT BOARD and a local interagency
coordinating council coexist, they shall work cooperatively.

20.1.

(b) (3) The plan developed by the Office for Children, Youth, and Families and
the Committee under paragraph (4) of this subsection shall include:

(i) How the State and [local planning entities] LOCAL
MANAGEMENT BOARDS under § 11 of this article will develop the range and quality of
services necessary for children with special needs to receive quality services within the
State;

(b) (6) In developing the plan, the Committee shall consult with the following:

(i) Representatives from [local planning entities] LOCAL
MANAGEMENT BOARDS designated under § 11 of this article;

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

(Senate Bill 630)

AN ACT concerning

Creation of a State Debt - Friends of the Family - Family Support Centers

FOR the purpose of authorizing the creation of a State Debt not to exceed $700,000, the
proceeds to be used as a grant to Friends of the Family, Inc. for certain acquisition,
development or improvement purposes; providing for disbursement of the loan
proceeds, subject to a requirement that the grantee provide and expend a on a
project-by-project basis at least an equal and matching fund; and providing
generally for the issuance and sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur indebtedness on
behalf of the State of Maryland through a State loan to be known as the Friends of the
Family - Family Support Centers Loan of 1995 in a total principal amount equal to the
lesser of (i) $700,000 or (ii) the amount of the matching fund provided in accordance with
