The Secretary of Personnel, after consultation with the Department, shall:

(1) set schedules of classifications and salaries for all employees of the
Department in accordance with the provisions of Division I of the State Personnel AND
PENSIONS Article; and

(b)     Except as provided by § 7-108 of this title, the personal property listed in
subsection (a) of this section is subject to a county property tax on:

(1) 100% of its assessment in Allegany COUNTY, Dorchester COUNTY,
Garrett COUNTY, Somerset COUNTY, Wicomico COUNTY, and Worcester [Counties]
COUNTY; and

A voting system, as defined in Article 33, [§ 1-1(19)] § 1-1(A)(19) of the Code, and

elections is not subject to valuation or to property tax.
