(D) Baltimore Children's Museum, Inc. Provide a grant to the
Baltimore Children's Museum, Inc. to assist in the
ACQUISITION, design, construction, and equipping of the
Baltimore Children's Museum, Inc., subject to the requirement
that the grantee and/or the Mayor and City Council of Baltimore
provide an equal and matching fund for this purpose, and further
subject to the requirement that the Mayor and City Council of
Baltimore provide assurances satisfactory to the Board of Public
Works that additional funds will be made available in the amount
necessary to complete this project. Further provided that no funds
may be expended until a complete Board of Directors and a
Chairman of the Board of Directors have been selected (Baltimore

[SECTION 12. AND BE IT FURTHER ENACTED, That the Board of Public Works
is authorized to issue revenue bonds on behalf of the Department of Public Safety and
Correctional Services as set forth herein.
(A) In this section, the following words have the meanings indicated:
(1) "Board" means the Board of Public Works of the State of Maryland.
(2) "Bonds" means revenue bonds issued under the authority of this section of
this Act.
(3) "Costs" means all costs and expenses incurred in relation to the Project,
including without limitation, programming, design, planning, engineering, and legal costs,
acquisition costs of land and structures, interest in land, rights-of-way, and easements,
construction costs, costs of machinery, equipment, and other capital assets incident and
related to the operation, maintenance, and administration of the Project, and financing costs,
including interest during construction and thereafter, underwriters discount and fees for legal,
financial, and other professional services. Costs attributable to the Project and incurred prior
to the issuance of any Bonds may be reimbursed from the proceeds of sale of the Bonds.
(4) "Department" means the Department of Public Safety and Correctional
Services.
(5) "Fund" means the Law Enforcement and Correctional Training Fund
established under Article 41, § 4-1301.
(6) "Project" means the acquisition, design, construction, renovation, related
demolition, and equipping of the Law Enforcement Driver Training Facility to be located on or
adjacent to Springfield Hospital in Carroll County. The Project includes highway and technical
driving courses, a classroom and operations building, a vehicle maintenance facility, utilities,
roads, fencing, parking lots, and lighting.
(B) The Board is authorized to issue in a series and sell, at any time, and from time to
time, in an amount not to exceed the funds required to build the Project at a cost of $13.8
million net of any monies available in the Fund as of June 30, 1994 and net of any other
appropriations for the project with the revenue bonds to be paid solely from and secured by
liens on and pledges of all or any part of any of the revenues from the Fund.
