SECTION [6.1 7. AND BE IT FURTHER ENACTED, That Sections 1, 2, [4] 5,
and [5] 6 of this Act shall take effect on June 1, 1993.

SECTION [7.1 8. AND BE IT FURTHER ENACTED, That Section 3 of the Act
shall take effect on June 1, 1995.

SECTION 9. AND BE IT FURTHER ENACTED, THAT SECTION 4 OF THIS
ACT SHALL TAKE EFFECT ON JUNE 1, 1996.

23.17.00               MARYLAND VETERANS HOME COMMISSION

(St. Mary's County)

(A) Charlotte Hall Veterans Home Phase IV Addition. Design the
Phase IV addition to the Charlotte Hall Veterans Home,
contingent upon [and supplementary to] federal funds being
made available for this purpose, provided that no funds may be
expended until the Veterans' Home Commission: (1) has an
approved master plan for the phase IV addition as a 126 bed
domiciliary and/or Comprehensive Care Nursing unit; (2) obtains
any required certificate of need approval from the Health
Resources Planning Commission; and (3) has provided a plan for
the operation of the veterans home to the budget committees for
review and comment or 45 days have elapsed from the date the
plan is received by the committees. Further provided that no funds
may be expended for this facility to provide apartments for
couples, permit nonveterans to reside in the home, or provide
