50.01.00 MISCELLANEOUS GRANT PROGRAMS
(J) Carroll County Detention Center. Provide a grant to the Board of
County Commissioners of Carroll County to provide additional
funds to design, construct, and equip the renovation and expansion
of the Carroll County Detention Center, subject to the
requirement that the grantee provide a matching fund of $527,000
for this purpose. NOTWITHSTANDING THE PROVISIONS OF
SECTION 1(5) OF THIS ACT, THIS AUTHORIZATION
SHALL NOT TERMINATE BEFORE JUNE 1, 1997 AND THE
GRANTEE HAS UNTIL JUNE 1, 1997 TO PRESENT
EVIDENCE SATISFACTORY TO THE BOARD OF PUBLIC
WORKS THAT THE MATCHING FUND WILL BE

(C) Silver Spring Revitalization. Provide a grant to Montgomery
County to ACQUIRE PROPERTY, RELOCATE OCCUPANTS
OF STRUCTURES TO BE DEMOLISHED WITHIN THE
SILVER SPRING URBAN RENEWAL PROJECT AREA AND
TO design, construct, and renovate facilities for the Silver Spring
Revitalization Project, subject to the requirement that
Montgomery County provide an equal and matching fund.
Notwithstanding the provisions of Section 1(5) of this Act, the
matching fund may include expenditures made after June 1, 1993
for property acquisition and the relocation of occupants of
structures demolished or to be demolished within the Silver Spring
Urban Renewal Project Area, and for the design, construction,
renovation, and equipping of facilities for this project

SECTION 3. AND BE IT FURTHER ENACTED, That:
(1) The Board of Public Works may borrow money and incur indebtedness
on behalf of the State of Maryland through a State loan to be known as the Baltimore
Convention Center Loan of 1995 in a total principal amount of [$30,000,000] $20,000,000
subject to the requirements of Section [2] 3 (5) below. This loan shall be evidenced by
the issuance, sale, and delivery of State general obligation bonds authorized by a
resolution of the Board of Public Works and issued, sold, and delivered in accordance
with §§ 8-117 through 8-124 of the State Finance and Procurement Article and Article
31, § 22 of the Code.
SECTION 4. AND BE IT FURTHER ENACTED, THAT:
