CONSTRUCTION, reconstruction, renovation, repair, and improvement of the [Arthur
G. Murphy, Sr. Youth Services Center located at 2400 Harman Avenue in Baltimore,
Maryland,] BALTIMORE CITY JUVENILE JUSTICE CENTER, including the
acquisition and installation of capital equipment, PROVIDED THAT NO FUNDS MAY BE
EXPENDED UNLESS BY OCTOBER 31, 1995 UNTIL A REPORT IS JOINTLY SUBMITTED BY
THE DEPARTMENT OF JUVENILE SERVICES AND THE BALTIMORE CITY
GOVERNMENT ON THE SELECTION OF AN AGREED UPON SITE FOR THE BALTIMORE
CITY JUVENILE JUSTICE CENTER AND THE BUDGET COMMITTEES HAVE REVIEWED
AND COMMENTED ON THE REPORT, OR THE PASSAGE OF 45 DAYS FROM RECEIPT OF
THE REPORT. THE REPORT SHALL: (1) DESCRIBE ALL ACTIONS TAKEN BY THE
DEPARTMENT AND BALTIMORE CITY IN SELECTING THE FACILITY SITE; (2)
SUMMARIZE EFFORTS TAKEN BY THE DEPARTMENT AND BALTIMORE CITY TO
INFORM THE AFFECTED COMMUNITIES ABOUT THE FACILITY AND EFFORTS TO
ENCOURAGE COMMUNITY SUPPORT; AND (3) ACKNOWLEDGE THE COMMITMENT OF
THE DEPARTMENT AND BALTIMORE CITY TO WORK WITH THE AFFECTED
COMMUNITIES ON AN ON-GOING BASIS TO RESOLVE COMMUNITY PROBLEMS, IF
ANY, RELATING TO THE FACILITY.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(5) [The proceeds of the loan authorized for the purposes set forth in Section
1(3) of this Act] THIS AUTHORIZATION shall not terminate as specified in § 8-128 of
the State Finance and Procurement Article. The Department of Juvenile Services shall
have until June 1, [1996] 1997 to contract with the Board of Public Works for the
commitment of funds for the purposes authorized under this Act.
