(a) This Part IV of this subtitle does not apply to:
(1) the Governor;
(2) the Department of Assessments and Taxation;
(3) the Board of Appeals of the Department of (Economic and
Employment Development] LABOR, LICENSING, AND REGULATION;
(4) the Insurance Division of the Department of Licensing and Regulation;
(5) the Maryland Parole Commission of the Department of Public Safety
and Correctional Services;
(6) the Public Service Commission;
(7) the Maryland Tax Court; or
(8) the State Workers' Compensation Commission.

SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of this Act
creating the Maryland Small Business Extension Service Center Program, and any
regulations adopted under this Act, shall be void and of no effect after July 1, [1995]

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1989. It shall remain effective until June 30, [1997] 2000 and, at the end of June
30, [1997] 2000, and with no further action required by the general Assembly, this Act
shall be abrogated and of no further force and effect.
SECTION 6. AND BE IT FURTHER ENACTED, That Section(s) 13-101 through
13-141 and the subtitle "Subtitle 1. Maryland Industrial Development Financing
Authority"; and 13-201 through 13-242 13-248 and the subtitle "Subtitle 2. Maryland
Small Business Development Financing Authority", respectively, of Article - Financial
Institutions of the Annotated Code of Maryland be transferred to be Section(s) 5-901
through 5-941 and the subtitle "Subtitle 9. Maryland Industrial Development Financing
Authority"; and 5-1001 through 5-1042 5-1048 and the subtitle "Subtitle 10; Maryland
Small Business Development Financing Authority", respectively, of Article 83A -
Department of Business and Economic Development of the Annotated Code of
Maryland.
SECTION 7. AND BE IT FURTHER ENACTED, That the Department of
Business and Economic Development and the Department of Labor, Licensing, and
Regulation are the successors of the Department of Economic and Employment
Development and the Department of Licensing and Regulation, as provided in this Act,
