(b)     The Director shall be selected because of known experience and interest in
employment and job training.

(c)     The Director shall operate this Division under the direction of the Secretary
in accordance with the provisions of law relating to the establishment of the Department.

11-104.

(A) The Division shall:

(1)     administer Title 8 of the Labor and Employment Article;

(2)     promote apprenticeship and training programs;

(3)     administer job training, placement, and service programs;

(4)     implement the provisions of the Maryland Job Training Partnership Act;

(5)     oversee any other units established pursuant to State or federal
employment, training, or manpower statutes; and

(6)     administer those programs assigned to the Division by law or designated
by the Secretary.

(B) THE DIVISION SHALL MEET AND CONFER ON A REGULAR BASIS WITH
REPRESENTATIVES OF THE STATE'S COMMUNITY COLLEGES, APPOINTED BY THE
MARYLAND ASSOCIATION OF COMMUNITY COLLEGES, TO ASSURE THAT JOB TRAINING
ACTIVITIES AND RESOURCES ARE EFFECTIVELY COORDINATED.

The Director of the Division shall receive the salary and have the deputies,
assistants, and employees provided in the State budget.

Subtitle 2. Retraining of Unemployed DISLOCATED Workers.

11-201.

(a)     The Department shall establish a program for the retraining and placement of
hospital employees who are unemployed OR WHO MAY BECOME UNEMPLOYED as a result
of the closing or, delicensing, DOWNSIZING, OR POSSIBLE DOWNSIZING of a hospital or
the merging of hospitals under § 19-325 of the Health - General Article.

(b)     The Secretary and the Secretary of Health and Mental Hygiene shall adopt
regulations to implement this section.

(c)     There is a Hospital Employees Retraining Fund. The Fund shall be used:

(1)     for the purposes described in this section; and

(2)     to pay any and all expenses of the Department in administering this
section.
