(b) The Secretary shall have a seal.
(c) (1) The Secretary is responsible for the planning of activities; programs, and
services of the Department.
(2) The Secretary may review and approve, disapprove, or modify the plans
and proposals of the units in the Department.
(d) The Secretary may investigate or hold a hearing on any complaint about the
operation of a unit in the Department and may report the findings of the Secretary to the
Governor.
(e) At any time, the Secretary may call a meeting of a board or commission in the
Department to consider any subject.
(F) (1) EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS SUBSECTION, THE
SECRETARY MAY EXERCISE OR PERFORM ANY POWER, DUTY, RESPONSIBILITY. OR
FUNCTION ASSIGNED TO ANY OF THE ADMINISTRATIONS, BOARDS, COMMISSIONS,
OFFICES, AUTHORITIES, DIVISIONS, OR OTHER AGENCIES WITHIN THE
JURISDICTION OF THE DEPARTMENT.
(2) THIS SUBSECTION DOES NOT APPLY TO THE POWERS, DUTIES,
FUNCTIONS, AND RESPONSIBILITIES PROVIDED IN §§ 8-504, 8-506, 8-509, 8-510, 8-511.
8-512, 8-611(J), 8-629(F), 8-638, 8-639, AND 8-808(A) OF THE LABOR AND EMPLOYMENT
ARTICLE.
