(4) Each member of the Council shall serve without compensation but shall
be entitled to reimbursement for expenses under the Standard State Travel Regulations.

(d)     The Council may establish its own procedures and voting requirements.

(e)     The Maryland International Division shall provide the Council with the
necessary staff and support services.

(f)      (1) By December 1 of each year, the Council shall report on its activities to
the Governor and, subject to § 2-1312 of the State Government Article, to the General
Assembly and submit any recommendations as provided in subsection (a) of this section.

(2) The report shall include relevant information on related activities of the
Maryland International Division.]

THE OFFICE OF INTERNATIONAL TRADE SHALL REPORT NOT LESS THAN
TWICE ANNUALLY TO THE MARYLAND ECONOMIC DEVELOPMENT COMMISSION ON
THE STATUS OF THE STATE'S INTERNATIONAL ACTIVITIES.

Subtitle [2.] 4. Commercial Revitalization and
Rehabilitation Programs.

[2-201.] 3-401.

(a)     In this subtitle the following words have the meanings indicated.

(b)     "Commercial rehabilitation programs" includes providing reduced interest
mortgage loans for commercial property rehabilitation when a prospective borrower owns
the commercial property and has a commercially viable project for such property but is
unable to obtain a loan from a private source.

(c)     "Commercial revitalization programs" includes assistance in such areas as
market surveying, grantsmanship, organization, economic development, design and other
services for commercial development, promotion and revitalization and facilitating
establishment of commercial district management authorities.

The Department may provide advisory, consultative, training and educational
services, technical assistance, and grant and loan funds to any municipality, county, local
public agency, local development corporation, nonprofit organization, or private party in
order to carry out commercial revitalization and rehabilitation programs.

Development Center Program.

[5-201.] 3-501.

(a) (1) There is a Maryland Small Business Development Center Program
within the Department.
