(b) (2) A procurement by an entity listed in subsection (a)(1)(i) through [(xiv)]
(XV) of this section shall be made under procedures that promote the purposes stated in
§ 11-201(a) of this subtitle.

Article - State Government

10-102.

(b) This subtitle does not apply to:             

(1)     a unit in the Legislative Branch of the State government;

(2)     a unit in the Judicial Branch of the State government;

(3)     the Injured Workers' Insurance Fund; [or]

(4)     a board of license commissioners; OR

(5)  THE FORVM FOR RURAL MARYLAND.

Article - State Personnel and Pensions
1-203.

(a)     Except as provided in this section or otherwise by law, all positions in the
executive branch of State government are in the State Personnel Management System,
including all classified service, unclassified service, full-time, part-time, permanent,
temporary extra, emergency, and contractual employees.

(b)     Except to the extent otherwise provided by law, any position in a unit in the
executive branch of State government with an independent personnel system is excluded
from the State Personnel Management System.

SECTION 2. AND BE IT FURTHER ENACTED, That Section(s) 4-501 and
4-505, respectively, of Article 83B - Department of Housing and Community
Development of the Annotated Code of Maryland be transferred to be Section(s) 6-401
and 6-402, respectively, of Article 83A - Department of Economic and Employment
Development of the Annotated Code of Maryland.

SECTION 3. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:

Article 83A - Department of Economic and Employment Development

1-204.

(a) The following agencies, boards, commissions, councils, corporations,
authorities, and divisions shall be included within the Department:

(1)     Division of Business Development;

(2)     Division of Employment and Training;

(3)     Division of Tourism and Promotion;
