Article 83B - Department of Housing and Community Development

Section 1-204(a) and 4-101; and 4-502, 4-503, and 4-504, to be under the amended

subtitle "Subtitle 5. Maryland State Appalachian Housing Fund"

Preamble .

WHEREAS, On December 14, 1992, the State of Maryland and the federal
government entered into an agreement assuring Maryland's participation in the National
Rural Development Partnership; and

WHEREAS, Under the agreement, Maryland is required to maintain a State rural
development council; and

WHEREAS, The council provides an opportunity for all levels of government and
the business and nonprofit sectors to work together for the benefit of rural Maryland; and

WHEREAS, It is vital that Maryland maintain its commitment to the Partnership
and to ensure that the council, named the Forvm for Rural Maryland, has the ability to
promote its purposes; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

TITLE 15. FORVM FOR RURAL MARYLAND

THERE IS A FORVM FOR RURAL MARYLAND.

15-102.

THE FORVM IS A RURAL DEVELOPMENT COUNCIL. THE FORVM MAY
UNDERTAKE ANY ACTIVITY THAT ADDRESSES ISSUES AND CONCERNS OF THE
CITIZENS OF RURAL MARYLAND AS LONG AS THE ACTIVITY. IS NOT INCONSISTENT
WITH THE MEMORANDUM OF UNDERSTANDING SIGNED BY THE GOVERNOR AND
THE SECRETARY OF THE UNITED STATES DEPARTMENT OF AGRICULTURE
CONCERNING THE OPERATION OF THE FORVM.

(A) THE MEMBERSHIP OF THE FORVM IS OPEN TO ANY CITIZEN OF
MARYLAND WHO SUBSCRIBES TO THE GOALS OF THE FORVM AND WHO HAS AN
INTEREST IN RURAL MARYLAND.
