SECTION 2. AND BE IT FURTHER ENACTED, That, notwithstanding Section 1
of this Act, the governing body of Harford County may not impose a hotel rental tax until
the governing body of Harford County has created the Harford County Tourism Council.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1995.

St. Mary's County Board of Education - Open Meetings

FOR the purpose of applying to the St. Mary's County Board of Education certain laws
requiring that certain meetings of certain public agencies be open to the public;
altering provisions allowing for certain meetings to be conducted in executive
session; making a technical change; and generally relating to meetings of certain
agencies in St. Mary's County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

(b) "Public agency" includes:

(1) Any agency, assembly, authority, board, bureau, commission, committee,
[counsel] COUNCIL, or department of St. Mary's County, except as provided in § 4-209
of this subtitle, including advisory and quasi-judicial agencies, supported in whole or in
part by public funds or authorized to expend public funds; [and]
