Current Unrestricted Appropriation, provided
that $465,715 of this appropriation,
representing the anticipated revenue from
tuition and fee increases, may not be
expended until the budget committees
receive a tuition policy which bases tuition
for all students on what it costs to provide
their education. The university shall
develop a tuition rate for non-resident
students which approximates full cost and
begin to phase in that higher tuition rate
beginning in FY 1996. The policy and
phase in schedule shall be reported by
