of the total authorized amount established
in the budget for the State Department of
Education at any one time during the Fiscal
Year 1995. The State Superintendent of
Schools shall utilize her prerogatives under
the Education Article, Section 2-103, to
implement this provision, provided,
however, that any authorized job or position
to be filled above the ceiling, including all
1,487 full-time equivalent positions, as
detailed above, is approved by the Board of
Public Works and counted against the
limitation imposed by the General
Assembly. The establishment of new jobs or
positions not authorized in the Fiscal Year
1995 budget shall be subject to the State
Finance and Procurement Article, Section
7-236 and the limitation imposed by the
General Assembly.

36.01.01.01  Office of the State Superintendent and
Deputy State Superintendent

General Fund Appropriation, provided that
$675,000 of this appropriation is contingent
upon the enactment of a bill increasing the
