regards. Policy decisions regarding the
expenditures of such funds shall be made
jointly by the Special Secretary for
Children, Youth and Families and the
Secretaries of Health, Human Resources,
Juvenile Services, Budget and Fiscal
Planning and the State Superintendent of
Education. Such funds shall be limited to
the sums available for foster care
maintenance payments for children.

General Fund Appropriation, provided that
$350,000 of this appropriation is contingent
upon the enactment of a bill increasing the

be expended for this purpose only, except as
