serious deformity or abnormality; or where
it can be ascertained by the physician with a
reasonable degree of medical certainty that
termination of pregnancy is medically
necessary because there is substantial risk
that continuation of the pregnancy could
have a serious and adverse effect on the
woman's present or future physical health;
or before an abortion can be performed on
the grounds of mental health there must be
certification in writing by the physician or
surgeon that in his or her professional
judgment there exists medical evidence that
continuation of the pregnancy is creating a
serious effect on the woman's present
mental health and if carried to term there is
a substantial risk of a serious or long lasting
effect on the woman's future mental health ;
and further provided, that the foregoing
restrictions shall be of no force and effect if
SB 311 or HB 482 is enacted and the
enacted bill contains a provision that
requires the Secretary of Human Resources
to revise the Statewide schedule of AFDC
benefits by eliminating the increment in
cash benefits to be paid to a recipient under
the AFDC program for which the recipient
would otherwise be eligible as a result of the
birth of a dependent child. And further
provided that $4,300,000 of this amount will
be reduced contingent upon the enactment
of SB 153........................................................
