Special Fund Appropriation, provided that

$1,000,000 of this appropriation, made for
the purpose of providing a grant to
Baltimore City to allocate the City's share of
highway user revenues, may not be
expended until:

(1) The City modifies the signage on MD
295 which is sited within the City limits and
is erected on City property;

(2) Modifications to this signage shall be
made of sufficient magnitude and visibility
for the purpose of conveying to tourists and
all other travelers the sentiment "Welcome
to Baltimore—Hon!".

The Mayor and Council of Baltimore City
shall notify the budget committees upon
completion of the signage modifications and
shall submit an 8" by 10" color photograph,
suitable for framing, to the committees.......
