(1) the department has submitted
notification to the budget committees of the
scope and cost of the proposed project
addition, and,

(2) the committees have reviewed and
commented on the project or 45 days have
elapsed from the date of the committee's
notification.

Further provided that funds for a pilot
program for payment of lost leave may not
be made to employees who transfer to the
Department of Transportation from
another State agency during FY 1995. On
June 30, 1995 the department shall submit a
report to the budget committees which lists
the number of employees paid for lost leave,
the total amount paid to these employees
and the total number of lost days for which
payment was made.

hereby granted to use these receipts as
special funds for operating expenses in this
