(b) In supervising and directing the affairs of the Department and in exercising
the powers referred to in the preceding subsection, the authority of the Superintendent
shall include, but shall not be limited to, the powers:
(13) To establish and modify systems for the reception, processing, and
maintenance of reports and records of occurrences or alleged occurrences of crime and
motor vehicle accidents within the State, and of the [administration] ADMINISTRATION,
management, and operations of the Department; and to establish procedures, not
inconsistent with law, for the safekeeping, copying, and destruction of departmental
records;

ELEVATOR SAFETY
49B.
(a) An elevator, dumbwaiter, escalator or moving walk may not be operated in
any building, structure, or place of employment in the State unless a certificate of
registration and inspection for the operation thereof is issued by the Commissioner of
Labor and Industry, and unless the certificate remains in effect and is kept posted
conspicuously in or on the elevator, dumbwaiter, escalator or moving walk.

Article - Agriculture
2-305.
The Board, upon terms and conditions it finds proper, shall issue to any humane
society, as defined by [§ 63 of] Article [27] 27, § 63 of the [Annotated] Code [of
Maryland], or county or municipal designated animal shelter which submits an
application, a special permit authorizing purchase, possession, and use of sodium
pentobarbital to euthanize injured, sick, homeless, and unwanted domestic animals. The
permit shall designate the sole person responsible. The application for the special permit
