satisfaction of the conditions prescribed in
the State Finance and Procurement Article,
Section 7-321, (other than (5) of that
section). The funds specified in this
appropriation shall be released only as the
Peabody Oversight Committee certifies to
the Board of Public Works that such
conditions have been satisfied......................
