Funds are appropriated in various State
agencies budgets to pay for services
provided by this program. Authorization is
hereby granted to use these receipts as
special funds for operating expenses in this
program.

No funds may be expended to promote
employees to the Administrative Law Judge
V Classification and the Administrative Law
Judge V Classification is abolished. The
number of Administrative Law Judges may
not exceed five (5) Administrative Law
Judges at the IV level, fifteen (15) at the III
level and sixteen (16) at the II level.

No funds may be expended to pay any
judgment or ruling providing for the

reclassification or backpay of

Administrative Law Judges unless Section
9-1601 et seq. of the State Government
Article is amended to expressly confer upon
such judges the power to grieve terms and
conditions of employment.
