SUBTITLE 15. INMATE WELFARE FUND
4-1501.

(a)     There is an inmate welfare fund in:

(1)     Each institution in the Division of Correction and in the Division of
Pretrial Detention and Services; and

(2)     Patuxent Institution.

(b)     [(1)] (1) The Secretary of Human Resources shall also have attached to the
Secretary's office such assistants, professional consultants, and employees as are provided
for in the State budget. The Secretary may establish areas of responsibility within the
Secretary's office and designate assistants to be in charge of such areas.

[(ii)](2) All staff assistants in the Secretary's office in charge of particular
areas of responsibility and all professional consultants shall be in the unclassified service
of the State Personnel Management System and shall serve at the pleasure of the
Secretary.

[(iii)] (3) Except as otherwise provided by law, all other employees of the
Secretary's office shall be appointed and removed by the Secretary in accordance with the
provisions of the State Personnel Article that govern classified service employees.

6-201.

(a) The Community Services Administration is hereby created for the general
purpose of [administering in the State of Maryland the federal Headstart, Economic
Opportunity and Community Partnership Act of 1974 (PL 93-644) and of] creating and
participating in various areas and types of youth and work-training programs; urban and
rural community action programs; special programs to combat poverty in rural and urban
areas; employment and investment incentive programs; work-experience programs and of
combating unemployment and assisting in the education, training, and economic
betterment of citizens of the State of Maryland.
