AN EMERGENCY ACT TO:

(1)     provide for the removal of the Montgomery County Employees Federal Credit
Union as a participating agency under the employees' retirement system:

(2)     give the Chief Administrative Officer the express authority, subject to certain
regulations, to require documentation in connection with commencement of
participation or withdrawal from participation of a participating agency,
determine benefit valuations upon withdrawal, and authorize the transfer of
benefits in connection with a withdrawal;

(3)     clarify that the books and records of the employees' retirement system are
maintained on a plan year that coincides with the fiscal year of the County;

(4)     clarify that credited service under the employees' retirement system is
calculated from the date the employee begins County service as a member;
and

(5)     generally amend the law governing the County employees' retirement system.
