AN ACT concerning
State Employee Workers' Compensation - Unfunded Liability and Program Management
FOR the purpose of establishing the method to be used by the Governor for determining
the appropriation to fund the workers' compensation program for State employees;
specifying certain amounts to be included to fund certain workers' compensation
claims paid and related administrative expenses; requiring certain payments to be
made against accrued liability under the workers' compensation program for State
employees in each fiscal year from 1996 to 2005, inclusive; establishing a Workers'
Compensation Trust Fund for administrative costs and claims for State employees'
workers' compensation claims; providing for interest earnings from the Fund;
providing under certain circumstances for transfers from the Fund for certain
purposes; requiring the Management Analysis Unit of the Department of Budget
and Fiscal Planning to submit a certain report to the Legislative Policy Committee;
specifying the contents of the report; providing for the effective date of this Act;
and generally relating to the workers' compensation program for State employees.
