WILLIAM DONALD SCHAEFER, Governor                     H.B. 1563

(a)     Each supervisor shall maintain for public inspection, without charge:

(1)     a complete set of tax maps for the county together with parcel reference
lists; and

(2)     on request of an interested party, sales records or transfer voucher forms
that relate to sales of real property.

(b)     The Department shall provide copies of the information set forth in
subsection (a) of this section to the public for a reasonable fee that reflects the cost of
reproduction.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is not intended to
limit the authority of a legislative body of a county or municipal corporation, including
Baltimore City, to provide for or encourage the protection of cemeteries or burial sites in
accordance with State law. Such incentives to encourage the protection of cemeteries or
burial sites may include increased development density on the portion of a development
outside the cemetery or burial site boundaries and reduction in the amount of land
required to be protected as open space or to be set aside for other purposes under local
law as a condition of development.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1563.

House Bill 1563 would create a temporary interagency Task Force on Health Networks
charged with studying networks and crafting a regulatory framework to guide their
development.

As health care reform evolves, providers, hospitals, payers, consumers and other health
care facilities have begun to explore new relationships such as community health
networks. Emerging community health networks will significantly alter our health care
delivery system. The State must posture itself to assure that the cornerstones of our
regulatory framework--equity, access and financial solvency--remain intact.

While a study of health care networks is vital to the future of Maryland's health care
delivery system, as drafted, House Bill 1563 contains both constitutional and technical
errors that compel my veto. These errors include a potential title defect and flaws in the
appointment process of task force members.
