The Department of Budget and Fiscal Planning has predicted that in the near future, the
growth in spending as a result of existing statutory requirements will far outweigh
projected revenue growth. Therefore, I think it is unwise to tie the hands of the future
Executive with additional spending mandates. However, the next Governor can continue
to enhance local police protection by providing additional funds through the budget, as I
have chosen to do.
For these reasons, I have vetoed House Bill 887.

AN ACT concerning
State Aid for Police Protection Fund - Municipal Sworn Officer Allocation
FOR the purpose of altering the calculation of a certain payment by the State each fiscal
year to certain municipalities based on the number of sworn police officers
employed by the municipality; providing for the application of this Act; providing
for a delayed effective date; and generally relating to a certain payment by the State
each fiscal year to certain municipalities based on the number of sworn police
officers employed by the municipality.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 88B - State Police
66.
(b) For the fiscal year beginning July 1, 1975, and thereafter, the State shall pay to
each subdivision, and to each qualifying municipality, each year in the manner and subject
to the limitations and requirements hereinafter provided, an amount determined as
follows:
(8) Municipal Sworn Officer Allocation. [For the fiscal year ending June
30, 1991 and for each fiscal year thereafter, the] THE State shall pay to each qualifying
municipality, in addition to the payments made under subparagraphs (1) through (7) of
this subsection an amount equal to [$900] $1,500 for each sworn police officer actually
employed on a full-time basis by [each] THE qualifying municipality, as determined by
the Superintendent.
