H.B. 482
While I cannot support House Bill 482 in its current form, I am optimistic that the State
will continue the campaign to reform its welfare system. My Administration will pursue
other avenues, not requiring legislation, to assist people in moving off welfare and into
the workforce.
For these reasons, I have vetoed House Bill 482.

AN ACT concerning
Welfare Reform Pilot Program
FOR the purpose of requiring the Secretary of Human Resources to establish and
implement a Welfare Reform Pilot Program; requiring the Secretary to select
certain areas to implement the program; Program; providing for the application of
the Program; providing for certain exemptions; requiring the Department of Human
Resources and a certain recipient to sign a certain agreement; requiring a certain
assessment of certain applicants; establishing certain conditions for eligibility for
certain benefits under the Program; providing for the continuation of medical
assistance coverage for a certain period of time under certain circumstances;
specifying that certain income shall be considered to be earned income for certain
purposes; limiting Aid to Families with Dependent Children (AFDC) to a certain
maximum period under certain circumstances; providing for certain good cause
exemptions; requiring the Secretary to establish certain sanctions and exemptions;
providing for the retention of certain benefits if certain sanctions are imposed;
eliminating the incremental increase in benefits under the AFDC program for
which a recipient would otherwise bo eligible as a result of the birth of a child under
certain circumstances; abolishing the 100 hour work rule and the quarterly earnings
rule providing for certain family planning counseling and services for certain
recipients; requiring the Department of Human Resources and the Department of
Health and Mental Hygiene to encourage certain medical providers to provide
certain family planning counseling and services at certain locations; altering the
requirements of certain rules; establishing that children living in certain families
shall be eligible to receive assistance under the AFDC Program under certain
circumstances; specifying the method for determining the amount of AFDC
assistance for certain children; increasing the maximum value of an automobile
without it counting as an asset for purposes of AFDC and food stamp eligibility;
permitting recipients and their children to save money while in training through
part-time work without it resulting in a disqualification for benefits; conditioning
the eligibility of certain minor recipients of AFDC; providing for certain
exemptions; requiring participation in certain family health and parenting skills
classes by certain recipients, with certain exemptions; providing for the eligibility of
a dependent child of a certain age who is a student in secondary school; establishing
one-time-only welfare avoidance grants; requiring the Secretary to provide certain
