H.B. 380                                                       VETOES

(3) RELOCATE VICTIMS AND WITNESSES FOR THE PURPOSE OF
PROTECTING THEM OR FACILITATING THEIR PARTICIPATION IN COURT
PROCEEDINGS; AND

(4) (3) PAY ANY COSTS OF ADMINISTERING THE FUND PROGRAM.

(D)     TO THE EXTENT POSSIBLE, THE FUN© PROGRAM SHALL BE USED
ADMINISTERED TO MAXIMIZE THE USE OF FEDERAL MATCHING FUNDS OR
PROGRAMS.

(E)     EXPENDITURES UNDER THIS SECTION SHALL BE MADE PURSUANT TO AN
APPROPRIATION APPROVED BY THE GENERAL ASSEMBLY IN THE ANNUAL STATE
BUDGET.

(F) THE PROGRAM SHALL BE SUBJECT TO AN AUDIT BY THE OFFICE OF
LEGISLATIVE AUDITS AS PROVIDED UNDER § 2-1215 OF THE STATE GOVERNMENT
ARTICLE.                                     

Article - State Government

9-1705.

Subject to the authority of the Executive Director, the Board shall have the
following powers and duties:                                                            .

(1)      to render each year to the Governor a written report of its activities,
including the administration of the Fund;

(2)      to monitor service needs of victims;

(3)      to advise the Governor on the needs of victims;

(4)      (i) to recommend the appointment of the Victim Services Coordinator
to the Executive Director; and

(ii) to review and approve Victim Services Coordinator plans, annual
reports, and the implementation, operation, and revision of programs by the Victim
Services Coordinator; [and]

(5)      to approve or disapprove the grant applications submitted by the Office
of Justice Administration; AND

(6)      TO ADOPT REGULATIONS, IN COORDINATION WITH THE STATE'S
ATTORNEYS' COORDINATOR, GOVERNING THE USE OF MONEYS THAT ARE
CREDITED OR APPROPRIATED TO THE VICTIM AND WITNESS PROTECTION AND
RELOCATION FUND ESTABLISHED UNDER ARTICLE 27, § 770 OF THE CODE.

(6) TO ADVISE THE STATE'S ATTORNEYS' COORDINATION COUNCIL ON
THE ADOPTION OF REGULATIONS GOVERNING THE ADMINISTRATION OF THE
VICTIM AND WITNESS PROTECTION AND RELOCATION PROGRAM ESTABLISHED
UNDER ARTICLE 27, § 770 OF THE CODE; AND
