(4)     A policy on which all or a part of the premium is to be derived from
funds contributed by the insured members specifically for their insurance may be placed
in force only if at least seventy-five percent (75%) of the eligible members, excluding any
as to whom evidence of individual insurability is not satisfactory to the insurer, or
alternately, at least six hundred (600) eligible members, elect to make the required
premium contributions.

(5)     The policy must cover at least one hundred (100) members at date of
issue.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 843.

This bill would authorize the creation of a State Debt not to exceed $400,000, to be used
for the renovation of the Silver Theater in Silver Spring, Maryland.

House Bill 1038, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 843.

Silver Spring, Maryland, subject to the requirement that the County Executive and
