October 1, 1994.

May 26, 1994

The Honorable Thomas V. Mike Miller, Jr.

President of the Senate

State House

Annapolis, Maryland 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 840.

This emergency bill would authorize an association of federal employees to be issued a
group life insurance policy if it meets the same conditions required of an association of
State employees, or an association of State, county or town employees.

House Bill 1679, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 840.
