(D) NOTHING IN THIS SECTION MAY BE CONSTRUED TO INTERFERE WITH
THE NORMAL OPERATION AND MAINTENANCE OF A PUBLIC OR PRIVATE CEMETERY
INCLUDING CORRECTION OF IMPROPER BURIAL SITING, AND, WITH THE CONSENT
OF ANY PERSON WHO WOULD QUALIFY AS AN HEIR AS DEFINED IN THE ESTATES
AND TRUSTS ARTICLE, MOVING THE REMAINS WITHIN A PUBLIC OR PRIVATE
CEMETERY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 770.

This bill would authorize the Cecil County Commissioners to issue general obligation
bonds of not more than $2,685,000 for the rehabilitation of the Cecil Manor Elementary
School.

House Bill 1414, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 770.

AN ACT concerning

Cecil County - Public School Facilities Bonds

FOR the purpose of authorizing and empowering the County Commissioners of Cecil
County from time to time, to borrow not more than $1,900,000 $2,685,000 in order
to finance the cost of certain public school facilities in Cecil County and to effect
that borrowing by the issuance and sale at public or private sale of its general
obligation bonds in like par amount; empowering the County to fix and determine,
by resolution, the form, tenor, interest rate or rates, or method of determining the
same, terms, conditions, maturities, and all other details incident to the issuance
and sale of the bonds; empowering the County to issue refunding bonds for the
purchase or redemption of bonds in advance of maturity; empowering and directing
the County to levy, impose, and collect, annually, ad valorem taxes in rate and
