Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 653.

This bill would require nursing homes and hospitals to provide itemized bills within a
certain time frame after discharge.

House Bill 1399, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 653.

AN ACT concerning

Hospitals and Related Institutions - Summary Financial Statements and Itemized Bills

FOR the purpose of altering the application of certain provisions of law; extending the
time after discharge that certain hospitals and related institutions are required to
provide a certain itemized bill requiring hospitals to provide certain information
within a certain period of time after discharge; requiring disclosure on a certain bill
the time frame within which an individual may request an itemized bill; requiring
the hospital or related institution to notify the individual to whom a claim is
forwarded; providing for a certain exemption; providing for the effective date of this
Act; and generally relating to requiring hospitals and related institutions to provide
itemized bills within a certain time frame.
