S.B. 583                                                  VETOES

WHEREAS, It is envisioned that the Efficiency 2000 Commission will make
recommendations concerning, but not limited to, the following matters:

(1)     shifting of services from the public sector to the private sector
("privatization") when it makes "good business sense" to do so without threatening the
health, welfare, and well-being of Maryland's citizenry;

(2)     eliminating certain programs and services, including a concomitant
reduction of personnel, where unnecessary duplication and fragmentation is deemed to
exist either at the State or local level;

(3)     altering State/local-fiscal relations with regard to funding and services
that are deemed mutually beneficial because of the improved delivery and
cost-effectiveness of the alteration;

(4)     reforming the State budget process to accord public managers greater
flexibility to manage their operations through performance and compliance goals and to
shift unused funds for new priorities;

(5)     facilitating greater utilization of the State's Innovative Idea Award
Program and the Incentive Performance Awards Program for all State employees, as
predicated on the understanding that some of the most cost-effective ideas stem from
within the organization itself;

(6)     increasing reliance on the State's public/private higher education
academic community for research, problem-solving, and related assistance as a viable
alternative to costly consultant studies; and

(7)     developing ways by which selected State programs and services can
become fiscally self-sufficient through nondependence on General Fund support; and

WHEREAS, The Efficiency 2000 Commission will terminate its existence under this
Act on June 30, 2000 after having helped Maryland through the fiscal uncertainties and
difficulties of the 1990's; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SUBTITLE 18. EFFICIENCY 2000 COMMISSION
9-1801.

(A)     IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

(B)     "COMMISSION" MEANS THE EFFICIENCY 2000 COMMISSION:

(C)     (1) "GOVERNMENTAL UNIT" MEANS A PERMANENT INSTRUMENTALITY
IN THE EXECUTIVE, LEGISLATIVE, OR JUDICIAL BRANCH OF STATE GOVERNMENT.
