S.B. 583                                                  VETOES

(C) AN APPOINTING AUTHORITY MAY IMPOSE ANY SANCTION UNDER THE
STATE ABUSE POLICY AGAINST AN INDIVIDUAL WHO IS NOT IN A SENSITIVE CLASS
OR POSITION FOR A CONVICTION THAT OCCURS DURING THE COURSE AND SCOPE
OF EMPLOYMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 583.

This bill would create the Efficiency 2000 Commission and specify its membership and
responsibilities.

House Bill 1214, which was passed by the General Assembly and signed by me on April
12, 1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign
Senate Bill 583.

AN ACT concerning

Efficiency 2000 Commission

FOR the purpose of creating the Efficiency 2000 Commission; specifying the duties of the
Commission; providing for the membership, election of a chairman, quorum, terms,
and reimbursement of members of the Commission; authorizing the appointment of
an Executive Director; specifying the duties of the Executive Director; requiring the
assignment of an Assistant Attorney General to the Commission for a certain
purpose; requiring the Commission, subject to a certain agreement, to utilize certain
existing space and equipment to the extent possible; providing for the utilization of
certain personnel by the Commission; providing for the annual budget of the
Commission; providing a certain immunity from liability for the State and the
Commission; requiring personnel in units of the State government to cooperate with
