VETOES
(C) THE ESTIMATED MINIMUM BUDGET FOR THE PROVISION OF LOCAL
HEALTH SERVICES IN A COUNTY SHALL BE DETERMINED AS FOLLOWS:
(1) DETERMINE THE SUM OF THE FOLLOWING COMPONENTS:
(I) TOTAL SALARY DOLLARS;
(II) FRINGE BENEFITS; AND
(III) OPERATING EXPENSES; AND
(2) MULTIPLY THE AMOUNT DETERMINED UNDER ITEM (1) OF THIS
SUBSECTION BY THE FOLLOWING PERCENTAGES:
(I) 75 PERCENT FOR FISCAL YEAR 1996;
(II) 83 PERCENT FOR FISCAL YEAR 1997;
(III) 91 PERCENT FOR FISCAL YEAR 1998; AND
(IV) 100 PERCENT FOR FISCAL YEAR 1999 AND EACH YEAR
THEREAFTER.
(D) THE STATEWIDE ESTIMATED MINIMUM BUDGET FOR THE PROVISION OF
LOCAL HEALTH SERVICES IS THE SUM OF THE ESTIMATED MINIMUM BUDGETS FOR
ALL COUNTIES.
(E) THE TOTAL SALARY DOLLARS COMPONENT OF THE ESTIMATED
MINIMUM BUDGET FOR A COUNTY SHALL BE DETERMINED AS FOLLOWS:
(1) DETERMINE THE MINIMUM NUMBER OF HEALTH PROFESSIONALS
AND SUPPORT STAFF FOR A COUNTY USING THE FOLLOWING STAFFING RATIOS AND
THE POPULATION OF THE COUNTY, THE RESULTS OF THE CALCULATIONS TO BE
ROUNDED TO ONE DECIMAL PLACE:
(I) FOR EACH COUNTY:
1. ONE HEALTH OFFICER;
2. ONE PHYSICIAN D FOR EACH 75,000 IN POPULATION OVER
THE FIRST 75,000;
3. ONE COMMUNITY HEALTH NURSE II FOR EACH 3,700 IN
4. ONE SANITARIAN I FOR EACH 11,000 IN POPULATION WITH
A MINIMUM OF FOUR IN A COUNTY; AND
5. ONE STENO CLERK II FOR EACH 10,000 IN POPULATION;
(II) IN ADDITION TO THE PROVISIONS OF SUBITEM (I) OF THIS
ITEM, FOR COUNTIES WITH LESS THAN 75,000 IN POPULATION, ONE ADMINISTRATOR
