S.B. 543 VETOES
circumstances; requiring the counties pay an adjusted share of the local estimated
minimum budgets for local health services under certain circumstances; authorising
the Secretary of Health and Mental Hygiene to adopt certain regulations; requiring
the State to make certain payments to each county under certain circumstances;
requiring the Governor to include a certain amount of funding for the provision of
local health services in the budget beginning with a certain fiscal year; specifying the
percentage of funding required for the provision of local health services funding;
specifying a method of calculating the State share of the estimated minimum
budget; preventing certain funds from being transferred or used for certain
purposes; allowing the Governor to reduce funding for certain local health services
by a certain percent; and generally relating to establishing a formula and method of
financing and funding for the provision of local health services in the counties
specifying the use of certain appropriations; requiring a certain minimum level of funding
for each subdivision under certain circumstances; and generally relating to funding for
local health services in the counties.

Preamble
WHEREAS, Maryland was the first state in the nation to have a local health
department in each county; and
WHEREAS, Local health department programs focus on prevention; and
WHEREAS, Local health programs are a critical component to protecting the
public health; and
WHEREAS, Since Fiscal Year 1956, State distributions to and subdivision
allocations for local health services have been based on the "Case formula" (named after
Richard Case); and
