VETOES

(3) THE MONEYS IN THE FUND SHALL BE EXPENDED ONLY TO PAY ALL
CLAIMS FOR HEALTH INSURANCE, INCLUDING ANY ADMINISTRATIVE COSTS RELATING
TO THE CLAIMS. NO STATE AGENCY ADMINISTRATION COSTS MAY BE CHARGED TO THE
FUND.

(4) THE STATE TREASURER SHALL HOLD, AND THE STATE COMPTROLLER
SHALL SEPARATELY ACCOUNT FOR, THE FUND.

(5) THE FUND IS A CONTINUING NONLAPSING FUND THAT IS NOT SUBJECT
TO THE PROVISIONS OF § 7-302 OF THE STATE FINANCE AND PROCUREMENT ARTICLE.

(6) FUNDS APPROPRIATED FOR HEALTH INSURANCE MAY BE- USED FOR
THAT PURPOSE ONLY AND MAY NOT BE TRANSFERRED BY BUDGET AMENDMENT. EXCESS
APPROPRIATIONS REVERT TO THE FUND, UNLESS OTHERWISE PROVIDED IN THE STATE
BUDGET BILL AS ENACTED.

SECTION 3. 8. 10. AND BE IT FURTHER ENACTED, That if any provision of
this Act or the application thereof to any person or circumstance is held invalid for any
reason in a court of competent jurisdiction, the invalidity does not affect other provisions
or any other application of this Act which can be given effect without the invalid provision
or application, and for this purpose the provisions of this Act are declared severable.

SECTION 4. 9. 11. AND BE IT FURTHER ENACTED, That this Act shall take
effect June 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 475.

Senate Bill 475 would require the creation of a Task Force on Cued Speech, American
Sign Language, and the Oral Method of Communication. This Task Force would examine
how cued speech, American Sign Language, and the oral method of communication are
taught in Maryland and other states and determine whether the use of any of the above
should be expanded in Maryland public schools. Additionally, the Task Force would make
determinations regarding the provision of interpreters in colleges and universities in
Maryland. Finally, the Task Force would determine to what extent there can be
cooperation between the proponents of cued speech, American Sign Language, and the
oral method of communication, respectively.
Various individuals and organizations including the Maryland School for the Deaf and
the Maryland Association of the Deaf have requested that I veto this bill because they do
not believe that such a Task Force will produce meaningful new information on cued
speech, American Sign Language, or the oral method of communication. They argue that
