AN ACT concerning
The Budget Reconciliation Act of the 1994 Session of the General Assembly
FOR the purpose of altering a certain funding provision relating to the special
supplemental food program for women, infants, and children (WIC); establishing a
"WIC" contingency reserve account in the Dedicated Purpose Account of the State
Reserve Fund; establishing certain requirements related to that reserve account;
establishing a reserve account for certain unfunded liabilities in the Dedicated
Purpose Account of the State Reserve Fund; establishing certain requirements
related to that reserve account; modifying the provisions of a prior Act of the
General Assembly by altering the amount of funds from the Law Enforcement and
Correctional Training Fund to be transferred to the General Fund in fiscal year
1994; requiring the Maryland Legal Services Corporation to pay certain funds to the
Office of the Public Defender; requiring certain funds to be transferred under
certain circumstances and for certain purposes to the Dedicated Purpose Account
of the State Reserve Fund; allowing use of certain funds after notice to the
Legislative Policy Committee; requiring certain Medical Care Provider
Reimbursement funds to bo transferred under certain circumstances and for certain
purposes to the Dedicated Purpose Account of the State Reserve Fund; requiring
the Governor to include as part of the budget submitted at the 1996 Session of the
General Assembly certain proposed appropriations based on certain
unappropriated General Fund surplus as of Juno 30, 1995; requiring requiring the
Governor to include as part of the budget submitted at the 1996 Session of the General
Assembly a certain proposed appropriation; authorizing certain moneys recovered by
the Maryland Deposit Insurance Fund Corporation and distributed to the
Dedicated Purpose Account of the State Reserve Fund to be transferred for a
certain purpose; requiring a certain transfer and certain proposed appropriations
relating to the unfunded State employee health insurance liability; authorizing a
certain transfer for certain purposes relating to certain nonpublic institutions; requiring
that a certain grant to community colleges be considered in a certain manner;
establishing a certain fund relating to the State Employee and Retiree Health Insurance
Program; establishing certain requirements relating to that fund; making the provisions
of this Act severable; and generally relating to the financing of State government for
certain fiscal years.
