S.B. 383                                                  VETOES

(2) The custody order is modified by an order of any other court with
jurisdiction.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

May 26, 1994

The Honorable Thomas V. Mike Miller, Jr.

President of the Senate

State House

Annapolis, Maryland 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 383.

This bill would require alcoholic beverage licensees to register all kegs of beer sold on a
form approved by the State Comptroller.

House Bill 110, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 383.

Sincerely,

William Donald Schaefer

Governor

Senate Bill No. 383

AN ACT concerning

Alcoholic Beverages -
Keg Registration

FOR the purpose of requiring that kegs that contain beer and other alcoholic beverages
to be consumed off-premises be registered and certain information be collected;
requiring purchasers of kegs to make certain assurances; requiring the boards of
license commissioners to adopt regulations to implement these provisions; and
providing for violations of the keg registration requirements; providing that it is a
Code violation under certain provisions of law for certain persons to possess
unregistered kegs, to remove, alter, or obliterate a keg registration form, or to allow
an individual under a certain age to consume any of the contents of a keg purchased
by the person; and generally relating to the registration of beer kegs and to the
penalties relating to the registration of beer kegs and to the consumption of beer
from kegs.
