1993 1994 1995-1996; the qualifications of staff members working in licensed child care
centers, registered family day care homes, and Head Start programs; the extent of
in-service training of these staff members; the educational curriculum of these child care
programs; the staff/child ratios in licensed child care centers, registered family day care
homes, and Head Start programs; and the readiness of the children enrolled in these child
care programs to enter first grade.

SECTION 3. AND BE IT FURTHER ENACTED, That § 7-301(f) of the
Education Article as enacted by this Act shall take effect July 1, 1992. It shall remain
effective for a period of [2] 5 years, and at the end of July 1, [1994] 1997, and with no
further action required by the General Assembly, shall be abrogated and of no further
force and effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 362.

This bill clarifies the insurance coverage limits that a nonprofit association or
organization and their agents is required to carry. The insured must select a coverage that
provides a minimum of $750,000 in claims per policy year and $500,000 total claims per
occurrence.

House Bill 434, which was passed by the General Assembly and signed by me on May 2,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 362.
