SUBTITLE 2A. COMMERCIAL SURROGATE PARENTAGE CONTRACTS

5-2A-01.

A COMMERCIAL SURROGATE PARENTAGE CONTRACT IS VOID AND
UNENFORCEABLE AS AGAINST STATE POLICY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 183.

This bill would make it a misdemeanor (theft) to willfully and knowingly obtain or exert
unauthorized control over a newspaper with the intent to prevent others from reading it.

House Bill 198, which was passed by the General Assembly and signed by me on May 26,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 183.

Crimes - Newspaper Theft

FOR the purpose of prohibiting the theft of certain newspapers by individuals possessing
a certain intent; establishing certain penalties; defining a certain term; and
generally relating to theft.

Annotated Code of Maryland
