S.B. 147                                                  VETOES

(i) A person because of that person's race, color, religious beliefs, or
national origin; or

(ii) An institution:

1. Because of the institution's contacts or association with a
person or group of a particular race, color, religious belief, or national origin; or

2. Where there is evidence that exhibits animosity on the part
of the person committing the act against a person or group because of that person's or
group's race, color, religious beliefs, or national origin; or

(4) Deface, damage, or destroy, fori attempt to deface, damage, or destroy,
OR BURN OR ATTEMPT TO BURN ANY OBJECT ON, the real or personal property of:

(i) A person because of that person's race, color, religious beliefs, or
national origin; or

(ii) An institution:

1. Because of the institution's contacts or association with a
person or group of a particular race, color, religious belief, or national origin; or

2. Where there is evidence that exhibits animosity on the part
of the person committing the act against a person or group because of that person's or
group's race, color, religious beliefs, or national origin.

(i) (2) The State Fire Marshal or a full-time assistant of the office of the State
Fire Marshal has the same powers of arrest set forth in subsection (e) of this section as to
offenses listed under §§ 8(a), 9, 9A, [10,] 11D, 111B, 139A, 151C, [and] 156, AND 470A
470A(B)(4) of this article, and attempting, causing, aiding, counseling, or procuring arson
in the first or second degree or malicious burning in the first or second degree.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 147.

This bill would establish a Uniform Commercial Code for leases, thereby establishing
requirements governing the formation and performance of lease contracts.
