(4)     Businesses or representatives of businesses in the automobile retail
consumer sales and leasing industry that operate solely in Maryland or that operate in
several states; and

(5)     Any other source of information deemed appropriate; and be it further

RESOLVED, That the data that shall be made available for the purpose of
preparing the report shall include, but not be limited to, the following:

(1)     The growth of new consumer leasing as an industry;

(2)     The number of vehicles leased in the State;

(3)     The number of these leased vehicles categorized as consumer retail
leases;

(4)     The term of these lease transactions;

(5)     The value of these lease transactions to the State; and

(6)     The total number of vehicles sold in the State; and be it further

RESOLVED, That the report shall be presented to the Senate Budget and Taxation
Committee and the House Committee on Ways and Means by December 1, 1994, and
shall include the following information:

(1)     Actual data, to the extent available, on purchasing and leasing of
vehicles in the State of Maryland during the past 6-year period;

(2)     Analysis of the actual and projected fiscal effects of eliminating the sales
and use tax and the motor vehicle excise tax on leased vehicles on the General Fund and,
the Transportation Trust Fund, and on sales of vehicles and the revenue generated from
vehicle sales;

(3)     Analysis of other laws or regulations that have direct or indirect effects
on the retail consumer leasing industry and the revenues generated from this industry;

(4)     Possible changes to the structure of taxation as set forth in this
Resolution which will allow consumers in the State of Maryland to participate in retail
leasing opportunities while continuing to generate a revenue stream to the General Fund
and the Transportation Trust Fund, equivalent to that which would have been received
for the coming fiscal years under the law in effect on January 1, 1994;

(5)     Any additional types of data or information that would be useful for
further analysis of the new vehicle retail consumer leasing industry or the taxes levied by
the State on the industry; and

(6)     Any other relevant information or policy options arising from the
collection of data or experience under the provisions of this Resolution; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable William Donald Schaefer, Governor of
Maryland; the Honorable Thomas V. Mike Miller, Jr., President of the Senate of
Maryland; and the Honorable Casper R. Taylor, Jr., Speaker of the House of Delegates.
