WHEREAS. It is only fitting that people everywhere should lend their voices to a
forceful call for restoration to the Stars and Stripes of a proper station under law and
decency; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly respectfully memorializes the Congress of the United States to
propose an amendment to the United States Constitution, for ratification by the states,
specifying that Congress and the states shall have the power to prohibit the physical
desecration of the flag of the United States; and be it further

RESOLVED, That copies of this Resolution be transmitted by the Department of
Legislative Reference to the Speaker of the U.S. House of Representatives and the
President of the U.S. Senate; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the Department of
Legislative Reference to the Maryland Congressional Delegation: Senators Paul S.
Sarbanes and Barbara A. Mikulski, Senate Office Building, Washington, D.C. 20510; and
Representatives Wayne T. Gilchrest, Helen Delich Bentley, Benjamin L. Cardin, Albert
R. Wynn, Steny Hamilton Hoyer, Roscoe G. Bartlett, Kweisi Mfume, and Constance A.
Morella, House Office Building, Washington, D.C. 20515.

A Senate Joint Resolution concerning

Judicial Compensation Commission Report

FOR the purpose of proposing an alteration to the compensation of the members of the
Judiciary in this State, pursuant to Section 1-708 of the Courts and Judicial
Proceedings Article of the Annotated Code of Maryland.

WHEREAS, Section l-708(b)(2) of the Courts and Judicial Proceedings Article of
the Annotated Code of Maryland establishes a 7-member Judicial Compensation
Commission appointed by the Governor with 2 members appointed on nomination of the
President of the Senate, 2 members appointed on nomination of the Speaker of the
House of Delegates, 1 member appointed on nomination of the Maryland Bar
Association, and 2 members appointed at large. The Judicial Compensation Commission
is constituted as follows: appointments made on the nomination of the President of the
Senate: John Paterakis and Dr. Uthman Ray; appointments made on the nomination of
the Speaker of the House of Delegates: Bruce A. Kaufman and Charles R. Jenkins, Sr.;
appointment made on the nomination of the Maryland Bar Association: Benjamin
Rosenberg; appointments at large: Elizabeth S. Morrison and Alice G. Pinderhughes.
The Commission members elected Bruce A. Kaufman, Chairman; and

WHEREAS, Section l-708(d) of the Courts and Judicial Proceedings Article of the
Annotated Code of Maryland provides as follows: the General Assembly may amend this
